Actually, Windows Vista automatically checks and updates the date and time of your computer by synchronizing them with certain internet time server (by default using time.window.com url). But however, you can adjust them manually.
To adjust the date, time, and time zone:
1. Right-click the time text on taskbar, and then click Adjust Date/Time.
2. On the Date and Time window, click Date and Time tab.

3. If you want to change date and time, click Change date and time button, and then you are directed to Date and Time Settings window. If you want to change time zone, click Change time zone button, and then you are directed to Time Zone Settings window. For information about both the windows, have a look the picures below:
Point 1 : That is the current month (November, 2009)
Point 2 : Click it to display the previous month (October, 2009)
Point 3 : Click it to display the next month (December, 2009)
Point 4 : That is the current date (November 2, 2009).
To change the date, just click the number of the calendar, and then click OK button.
Point 5 and 6 : To change the time, click one of the number of hour, minute, or second, and then click point 6 to change it.
Accomplish it by clicking OK button.
Explanations:
In Time Zone Settings window, click the list of time zone, and then choose your city's time zone from the list. Accomplish it by clicking OK button.
How to Display Multiple Clocks
You can display multiple clocks (up to 3 clocks) from different time zone by clicking the time icon/text on notification area on taskbar, like this:
To display multiple clocks like above, please do this steps:
1. Right-click the time icon/text on taskbar, and then click Adjust Date/Time.
2. On the Date and Time window, click Additional Clocks tab. Next, take a look the picture below:
4. Click OK button.
5. To see the result, click the time icon/text on taskbar, and you'll see the clocks.
